Armenia Proposes Rail Infrastructure Renewal with Azerbaijan to Boost Regional Connectivity

Armenian Foreign Minister Ararat Mirzoyan announced Armenia's proposal to Azerbaijan to relaunch their shared rail infrastructure, simplify border crossing procedures, and enhance security mechanisms while respecting each country’s sovereignty and jurisdiction. The Armenian Foreign Minister said this during the second ministerial meeting of the 3+3 regional consultative platform held in Istanbul, Turkey, on Friday, October 17, 2024. The 3+3 format involves six countries—Armenia, Azerbaijan, Georgia, Russia, Turkey, and Iran—working towards improving regional cooperation and security.


During his address, Mirzoyan reiterated Armenia's dedication to promoting regional connectivity. He emphasized that Armenia had consistently demonstrated its willingness to contribute to the development of interdependencies with its neighbors, in line with the principles outlined in the United Nations (UN) Charter. This includes respect for sovereignty, territorial integrity, the inviolability of internationally recognized borders, and political independence.

The Armenian Foreign Minister further elaborated on the potential benefits of revitalizing rail and other forms of transport infrastructure, which could improve the movement of goods and people across the region. This initiative could also lead to stronger economic ties and a more peaceful and cooperative environment between neighboring nations.


A key aspect of Armenia's vision for the region is the "Crossroads of Peace" initiative, introduced by Armenian Prime Minister Nikol Pashinyan a year ago. This project aims to enhance communication between countries in the region through the development and operation of roads, railways, pipelines, and electricity lines. It seeks to transform the South Caucasus into a vital hub for global logistics, ensuring faster and more efficient transport of goods.


The Armenian government’s approach to regional cooperation rests on four core principles: respect for sovereignty, jurisdiction, equality, and reciprocity. These principles are fundamental to the successful implementation of the Crossroads of Peace initiative, which has already received positive responses from international partners, including Iran.

Armenia’s efforts to improve connectivity extend beyond Azerbaijan to other neighbors, particularly Iran. Mirzoyan said Armenia's active steps in the construction of the North-South highway, which will connect the country to Iran, and the exploration of opportunities to utilize Iran’s Chabahar Port for trade. Additionally, Armenia and Iran are working to reduce road fees between the two countries, further facilitating trade and connectivity.


In a major development, the Armenian Border Guard service is set to take over full control of operations at the Armenia-Iran border checkpoint on January 1, 2025. Mirzoyan expressed gratitude to Russia for its years of assistance in managing the border checkpoint, marking this transition as a milestone in Armenia’s growing independence in border management.


Mirzoyan said the importance of inclusive and equitable regional initiatives, urging countries in the South Caucasus to adopt responsible and constructive approaches to cooperation. He noted that dialogue, trade, and economic collaboration are essential for overcoming existing contradictions and achieving long-term peace and stability.


While Armenia and Azerbaijan have experienced decades of conflict, this recent proposal to renew rail infrastructure and streamline border and customs procedures represents a significant step towards reducing tensions and fostering economic ties. If successful, this project could mark a new era of regional collaboration, contributing to the overall prosperity of the South Caucasus.


Armenia's participation in the 3+3 regional consultative platform reflects its commitment to working with neighboring countries to promote peace, stability, and economic growth. Mirzoyan expressed gratitude to Turkey for hosting the ministerial meeting in Istanbul and highlighted the importance of continuous regional consultations to achieve these shared goals.


The Armenian Foreign Minister concluded his address by emphasizing that all regional actors must cooperate responsibly to ensure the success of projects like the Crossroads of Peace. Through enhanced connectivity and cooperation, Armenia hopes to play a pivotal role in building a peaceful and prosperous future for the South Caucasus.
