European Union Reveals Extensive Partnership Strategy with Armenia: Emphasis on Economic Development, Security, and Visa Liberalization
The European Union (EU) has revealed plans for enhanced cooperation with Armenia. Jutta Urpilainen, the European Commissioner for International Relationships, presented this ambitious partnership agenda on behalf of EU High Representative Josep Borrell on February 27.
The partnership agenda consists of three pivotal building blocks:
1: Strengthening Economic Resilience
The first facet of the agenda focuses on fortifying Armenia's resilience and diversifying its economy. The EU plans to achieve this through intensified collaboration in trade, energy, connectivity, and aviation safety. Notably, discussions are underway regarding the initiation of a visa liberalization dialogue. Commissioner Urpilainen expressed, "Armenia has shown a keen interest, and we have encouraged its leadership to accelerate relevant reforms. Commencing the visa liberalization dialogue would not only send a crucial political signal to Armenian citizens but also act as a catalyst for further reforms."
2: Reinforcing Security Measures
The EU envisions reinforcing its civilian mission in Armenia (EUMA) and is contemplating a potential European Peace Facility measure. Commissioner Urpilainen stated, "We are scaling up our dialogue on foreign and security policy, exploring Armenia's participation in EU-led missions and operations."
3: Stepping-Up Investments for Closer Economic Cooperation
The third aspect revolves around amplifying investments to facilitate closer economic cooperation. The Commissioner emphasized the EU's commitment to supporting Armenia's involvement in regional projects such as the Black Sea electricity cable and other connectivity initiatives.
Commissioner Urpilainen concluded that the EU’s “strong commitment to the Armenia-Azerbaijan normalization process remains unchanged”.
