Noubar Afeyan and Armenian Ministers Discuss Creation of Private Investment Fund

A new idea is being discussed at the highest levels in Armenia: the creation of a private Armenian investment fund. This could become a major step forward for the country’s economy. On Friday, Armenia’s Minister of Economy, Gevorg Papoyan, met with Armenian-American businessman and philanthropist Noubar Afeyan to talk about how such a fund could work.
Noubar Afeyan is best known as the founder and CEO of Flagship Pioneering, a company that helped launch Moderna, the biotech firm behind one of the most widely used COVID-19 vaccines. He is also the founder of the Afeyan Initiatives for Armenia (AIFA) foundation, which supports development projects in the country. Afeyan is widely respected among Armenians around the world for his efforts to support Armenia’s progress through science, innovation, and investment.

According to the Ministry of Economy of Armenia, Papoyan and Afeyan discussed ways to create a private investment fund that would involve both the government and private sector. The goal is to build strong cooperation between the state and private investors and to help improve the country’s overall investment environment.
Minister Papoyan said that attracting investments is key to growing Armenia’s economy. He emphasized that the government must create the right conditions to make Armenia more attractive for both local and foreign investors.

On the same day, Armenia’s Minister of Finance, Vahe Hovhannisyan, also met with Noubar Afeyan. They talked about the activities of Afeyan’s AIFA foundation and how to expand its work in Armenia. The conversation also focused on how to improve the investment climate in the country — especially in areas like science, technology, and innovation.

Minister Hovhannisyan spoke about the need to support high-tech projects and encourage scientific development. He said this is not only important for economic growth, but also for building a smarter, stronger Armenia that can compete globally.
These meetings suggest that Armenia may be entering a new phase where the government works more closely with the global Armenian community to drive progress.
